Business Reply Mail

These are some Business Reply Mail coves that I got from an auction. These are the fronts cut from an envelope. These are from 1942 and 1943.

When someone mailed in the envelope,the post office would debit the Permit Holder's account for first class postage plus a service fee for handling the mail. The postage due stamps cover those costs. In 1942-43 the postage was 3¢ per oz. and also 3¢ for additional ounces. I am not sure but I think the handling fee was 1¢. Thus 16¢ is for 5 oz (5x3=15 + 1¢ fee) or it may be 10¢ for registration but that leaves 1¢ extra for ?

There is a great deal of confusion on the web about the use of Registration and Certified mail usage with BRM.
